CEADs Releases the English Version of Annual Report 2021 for Carbon Dioxide Emission Accounts of Global Emerging Economies at the COP26 Glasgow Climate Summit
Recently, Carbon Emission Accounts and Datasets (CEADs), supported by the Institute for Carbon Neutrality at Tsinghua University and the Bartlett School of Sustainable Construction at University College London, and with support from the Administrative Centre for China's Agenda 21 under the Ministry of Science and Technology, released the English version of the Annual Report 2021 for Carbon Dioxide Emission Accounts of Global Emerging Economies at the China Pavilion during the Glasgow Climate Change Conference. The launch event was chaired by Professor D'Maris Coffman, Director of the Bartlett School of Sustainable Construction at University College London. Dr. Huang Jing, Director General of the Administrative Centre for China's Agenda 21 under the Ministry of Science and Technology; Professor Ernesto Zedillo of Yale University; Professor Christoph Lindner, Dean of the Bartlett Faculty of the Built Environment at University College London; and Professor Luo Yong, Head of the Department of Earth System Science at Tsinghua University, delivered keynote remarks. In addition, Professor Guan Dabo of Tsinghua University, Dr. Mi Zhifu of University College London, and Cressida Pollock, Executive Director of Quadrature Climate Foundation, held a panel discussion on the accuracy of climate data.

Keynote Remarks

Dr. Huang Jing, Director General of the Administrative Centre for China's Agenda 21 under the Ministry of Science and Technology, said: "Detailed carbon emissions inventory data are an important component of international cooperation on climate change and of advancing a comprehensive zero-carbon transition in national economic and social development. The Administrative Centre for China's Agenda 21 is willing to strengthen cooperation with all parties in the process of achieving countries' climate goals, move forward together, and contribute to building a global carbon emissions data system."

Professor Ernesto Zedillo of Yale University and former President of Mexico said: "The current lack of basic carbon emissions data makes it impossible to assess whether many countries are complying with their commitments to mitigate climate change, especially emerging economies. Therefore, the publication of the annual report on carbon emissions in emerging economies is warmly welcomed."

Professor Christoph Lindner, Dean of the Bartlett Faculty of the Built Environment at University College London, said: "Emerging economies play an important role in the global economy and carbon emissions, and in recent years they have attracted broad attention and discussion among scholars. University College London is committed to achieving net zero emissions by 2030, and our faculty and students will work together to provide valuable policy recommendations for society."

Professor Luo Yong, Head of the Department of Earth System Science at Tsinghua University, said: "Emerging economies need detailed and consistent carbon emissions data to support low-carbon development research and policy discussion. The Department of Earth System Science at Tsinghua University will continue to support carbon emissions accounting for emerging economies and provide suggestions for future carbon emissions reports on emerging economies."

Annual Report 2021
This report compiles carbon dioxide emissions inventories for 30 emerging economies. Specifically, it introduces and analyzes carbon dioxide emissions in emerging economies from the perspectives of national context, primary energy structure, characteristics of carbon emissions from fossil energy, sectoral contributions to fossil energy carbon emissions, and the distribution of fossil energy carbon emissions across domestic regions. It also provides emissions data in formats such as CDIAC, EDGAR, and IEA for reference.
This study fills data gaps for 30 emerging economies and provides a more detailed and reliable carbon dioxide emissions accounting inventory and methodological system. The related Chinese and English data and reports are freely available for sharing and download on the CEADs website.
