Event Background
On November 24, 2023, senior officials from China and France attended the sixth meeting of the China-France High-Level People-to-People Exchange Mechanism and the launch ceremony of the China-France Carbon Neutrality Center. The first carbon neutrality center established by governments of China and a foreign country was formally launched, sending a positive signal that China and France will strengthen cooperation in green technology and work together to address climate change. In the future, the governments, universities, research institutions, and enterprises of China and France will deepen cooperation in the field of carbon neutrality and continue to expand the people-to-people exchange mechanism.
To solidly advance the carbon peaking action and empower young people with insights and leadership in climate emission reduction, the China Carbon Accounting Database team, CEADs, has successfully hosted five Carbon Accounting Summer Camps. Against the backdrop of increasingly deepening China-France cooperation, and to further strengthen China-France cooperation and people-to-people exchanges in the field of carbon neutrality, the CEADs team will host the inaugural China-France Carbon Neutrality Center Summer School and the 2024 CEADs Summer Camp of the China Carbon Accounting Database this year. The event will invite many renowned academicians and experts to provide lectures and instruction on the theories and practices related to carbon peaking, carbon neutrality, and carbon accounting for young faculty members and master’s and doctoral students from China and France. Topics will include carbon footprint accounting, carbon emission reduction pathways, CCER, and carbon markets. Through group activities, participating young teachers and students will also study dual-carbon transition pathways in different countries, regions, and cities, and explore the socioeconomic impacts of climate change in depth. The event aims to implement the guiding spirit of the carbon neutrality strategy, cultivate professional talent in the field of carbon emission reduction with an international perspective, and build a reserve of young talent for carbon neutrality for China and France.
This year, the organizers will take participants to Harbin, a city known as the Oriental Little Paris, to experience Harbin’s unique charm of ice and snow and its century-old cultural heritage, while also hosting an international and diverse academic feast in Harbin.
On November 24, 2023, the China-France Carbon Neutrality Center was announced to be established with the witness of senior officials from China and France governments. Chinese and French research institutions will focus on long-term exchanges and cooperation in the field of carbon neutrality, and support exchanges and mutual visits of research teams, and make new contributions to addressing climate change and other global challenges.
To effectively advance the carbon peaking and provide young individuals with insights and knowledge in climate emission reduction, the CEADs team has successfully organized five sessions of Carbon Accounting Summer Camps. CEADs team is organizing the inaugural China-France Carbon Neutrality Center Summer School in conjunction with the 2024 CEADs Summer Camp. Distinguished scholars and specialists will be invited to deliver talks on the theories and practices related to carbon peaking, carbon neutrality, and carbon accounting. Topics such as carbon markets, carbon footprint accounting, carbon emission reduction pathways, and CCER will all be covered. Participants will engage in research through group activities, investigating the socioeconomic consequences of climate change and examining the growth routes of dual-carbon transformation, under the supervision of experts. The event aims to represent the fundamental concepts of the carbon neutrality strategy, cultivate professionals in carbon emission reduction with international perspectives, and serve as a talent pool for carbon neutrality that benefits both China and France.
This year, the organizer will lead the campers to Harbin, Heilongjiang Province, the first Internet red city in China since the beginning of 2024, to understand Harbin's unique charm of ice and snow, as well as the cultural heritage, and to carry out an international and diversified academic feast in Harbin.

The organizers especially welcome applications from senior undergraduates, master’s students, and doctoral students from universities in central and western China, Northeast China, Hong Kong, Macao, Taiwan, and overseas.
This event has a special English research group (3 groups, 8-10 people each), requiring strong English proficiency and the ability to work with young scholars from China and abroad. Applicants interested in joining should send their resume and one representative research paper (in English) to ceads2024@163.com by May 31, 2024. This event has a special junior scholar group (8-10 people), open to applicants aged 14 to 16 who are proficient in English communication, literature search, and writing. Venue Introduction
Harbin is located in the northeast of China and the southwest of Heilongjiang Province. It is the provincial capital and sub-provincial city of Heilongjiang Province, and is the political, economic, and cultural center of northern Northeast China. The special historical process and geographical location have created Harbin, a beautiful city with an exotic atmosphere. It not only gathers the historical and cultural heritage of northern ethnic minorities, but also integrates Chinese and foreign cultures. It is a famous historical and cultural city and tourist city in China, known as the "Ice City", "Oriental Moscow", and "Oriental Paris". The land area of the city is 53,100 square kilometers. By the end of 2022, the total registered residence population was 9.395 million, including an urban area of 10,198 square kilometers and a population of 5.519 million in nine districts. With 45 ethnic minorities and a diverse range of religious cultures, it is the only city in China where Buddhism, Taoism, Christianity, Catholicism, Islam, and Eastern Orthodoxy coexist.
